Supplied ARP lubricant must be used on the thread and underhead face of bolt.

1. Pull up the fastener so that it is 'snug'.
2. Do '1' three times, on the third time proceed to '3'
3. Tighten to 63 lb ft.

The above method no doubt seems strange, but does ensure no metal-to-metal contact that increases friction between the threads.
